High added-value data from CIS and R&D business statistics in Greece — 2020-EL-B5618-RDI

The work aims at expanding the available range of statistical data on Innovation and Research & Development to serve relevant evidence based policy making, at a European, national as well as regional level.

The enriched data production in combination with a more efficient and structured procedure as also the interconnection of indicators will significantly contribute to the creation of value-added services to the European Statistical System as also to policy makers.

The scheduled activities refer to the Areas 1, 2 and 3 of the call, adopting in each area the following specific objectives:

  • Area 1 “CIS2020: Regional data and Innovation Profiling”: set up the CIS statistical process in terms of sample framework, collection and data processing, so as to enable the systematic production and transmission to Eurostat of CIS data, that will reliably depict business innovation in the small Greek regions and further explore the structure of innovation. More specifically, in the CIS survey, it is essential to investigate accuracy levels achieved in all regions and especially those with small number of enterprises that will reliably depict business innovation in the Greek regions. The proposed work will cover data from CIS 2020 survey along all variables of Modules 1.1, 1.2, and 1.3, structured both for the “standard tabulation” and the tabulation for Innovation Profiles.
  • Area 2 “R&D 2020 Data for selected non-mandatory variables”: consolidate the production of voluntary variables on R&D personnel and researchers regarding their employment status (Module 2.1) and explore the production of voluntary R&D variables that are not yet fully covered (9 variables of Module 2.2). In the R&D survey additional statistical work is required to further improve the questionnaires structure, content, process and analysis of the collected data and produce additional statistical indicators of high-value. The proposed work will cover data from R&D 2020 survey with a view to establishing from then onwards, a regular transmission of these R&D variables to Eurostat.
  • Area 3: “Micro Data Linking”: achieve a comprehensive and formal MDL process, create a tailored database of CIS2020 and R&D BES 2020 micro data and carry out the first extensive statistical Micro Data Linking (MDL) exercise in Greece (Module 3.3) for RDI statistics. Micro-data linking of CIS2020 and R&D BES 2020 data will create comprehensible and reliable information for further improvements in the quality of the derived indicators from both surveys and the further analysis of the two statistical outputs. The exercise will focus on issues that affect the quality of micro level analysis and outputs, such as enterprise populations, harmonisation of statistical variables, classification schemes etc., while numerical data will be produced showing the degree of consistency between data for intramural R&D expenditure from the CIS2020 and the R&D BES 2020. Both results will be reported to Eurostat.
